Haïti : La crise préélectorale finalement débloquée par une entente entre le Sénat et l’Exécutif

Le pouvoir Exécutif et le pouvoir Législatif sont parvenus lundi soir aux premiers éléments d'une entente visant à mettre fin à la crise préélectorale. Le président Martelly, ainsi que les présidents du Sénat et de la chambre des députés se mettent d’accord sur l'intégration de Max Mathurin au sein du Conseil Electoral Provisoire (CEP).

Max Mathurin qui a eu l’occasion de présider le CEP de 2005 doit remplacer Marie Cluny Dumay Miracle, l’une des personnalités représentant le parlement au sein de l’actuel CEP. Selon les informations recueillies de certains parlementaires, M. Mathurin a été proposé par des organisations de la société civile.

L’entrée de Max Mathurin au CEP est conforme à la proposition formulée par le  vice-président du Sénat lors des deux jours de négociations à l’Hôtel Best Western. Les dirigeants de l'Exécutif et du Législatif ont, lors de cette réunion tenue au Palais national lundi soir, encouragé le président du Conseil Supérieur du Pouvoir Judiciaire (CSPJ) à désigner un nouveau représentant au CEP.

Ces changements devraient contribuer à renforcer la crédibilité de l’institution électorale qui ne cesse d’être l’objet de vives critiques de la part d’une bonne partie de la classe politique.

Suite à cette rencontre au Palais national, le conseiller politique du président Martelly, Joseph Lambert, annonce que dans le cadre de l'entente les sénateurs devraient opérer les amendements nécessaires à la loi électorale ce jeudi 12 juin 2014. La loi électorale et les nouvelles personnalités nommées au sein du CEP seront publiés dans le journal officiel Le Moniteur simultanément a fait savoir l’ex sénateur Lambert.
